The new patch, LGTM.
And we also should support template settings for dynamic created queue, such as:
The default weight setting, now the default weight is always 1. The max dynamic
queues for creation for some parent etc.
Also since we don't use ManagedParent/AutoCreatedLeafQueue , but some policy we
may should fill in parent/leaf queue, such as expired inactive queues to 0
capacity / or deletion (two option) etc.
