Description:
Weight mode conversion was added to fs2cs in YARN-10525. However root queue
doesn't get converted to weight mode, which can be misleading to former FS
users.
Currently, we convert FS weights to percentages, however, it will be more
useful to keep those values and use them in CS as well.
