Thank you [~shuzirra]. The patch LGTM, I have only some minor addition (ignore
this, if no new revision is needed).
* the TestCapacitySchedulerNewQueueAutoCreation has a lot of utility to ease
the testing of this behaviour (because you are checking this scenario in case
of AQC V2).
* TestCapacitySchedulerAutoQueueCreation:581 is underlined, because it seems
to be a redundant null check.
