I'm not sure how subtle it is, but it is mentioned in the upstream documentation: |{{yarn.resourcemanager.monitor.capacity.preemption.observe_only}}|If true, run the policy but do not affect the cluster with preemption and kill events. Default value is false| However, if someone thinks that disabling preemption for "root" is a better solution, I'm not against that.
