Thanks [~pbacsko] for working on this. One nit: "Differences between "weight" 
and "legacy" mode" -> weight/percentage/absolute values are capacity modes, 
while legacy is an auto queue creation mode (the other being flexible or v2). 
So actually percentage/absolute capacity modes are not legacy strictly speaking.
