   schedule thread hold csqueue.readLock and it is blocked by 
PremmptionManager.readLock , and PremmptionManager.writeLock is hold by 
refreshQueue thread, seems refreshQueue have no chance to get csqueue.readLock. 
   
   Very sorry, I'm still a little confused on this point. Can you explain more
