### Description of PR
The environment variable HADOOP_YARN_HOME wasn't enclosed properly. The
leading % was missed out. This caused the classpath to become invalid.
Ultimately, leading to the NM not being able to start -
```bat
PS D:\> cmd /c $Env:HADOOP_HOME\bin\yarn.cmd nodemanager
Error: Could not find or load main class
org.apache.hadoop.yarn.server.nodemanager.NodeManager
```
This PR fixes the same.
