zeekling updated YARN-11865:
----------------------------
    Description:
When Hadoop nodes frequently display the "too many open files" error,
unexpected behavior can occur.
1. When the active RM node displays the "Can’t open so many files" error, the
standby RM cannot be promoted to active, causing Yarn cluster anomalies.
2. When the "Can’t open so many files" error appears on a NM node, jobs
assigned to the node by the scheduler will repeatedly fail.
