bq. If we want to use "day" as the unit, shall we allow "double" interval, such 
that I can say 0.1 day. I think it would be useful for testing purpose (not 
unit test, but verifying the feature is working on purpose, and the app is 
using the feature correctly). Thoughts?

Add extra YarnConfiguration.DEBUG_LOG_AGGREGATION_SPEED_UP_RATIO for test/debug 
purpose.
