Created a new patch to do the following improvement:
1. Add leveldb version check and a related test case.
2. Catch DBException.
3. Refactor the state store class names.
4.Check the newly added numeric config.
5. Move the common code out of LeveldbTimelineStore and put it into the util
lib.
