The last patch looks almost good to me. With YARN-3087 not resolved yet, we can
temporally use the exiting webapp of NM to host PerNodeAggregatorWebService.
NM subproject may need to expand the dependency on TS. I think it's fine now.
One limitation I can see is that TS is coupled with NM, it cannot be deployed
as the aux service of the old version NM. Anyway, let's compromise and move
things forward?
