How about the case when NM is under supervision while work preserving is disabled? Sorry for forgetting to bring this out in YARN-2331, but this sounds like should be the same behavior with node with disabling work preserving and not in supervision (at least for feature of NM restart work preserving). So we should check two configurations together, only skip unregister in case both configuration are true.
