One issue of having the client need to contact the server is it adds a
dependency that ATS v1.5 is explicitly trying to remove. Today we are running
jobs that work just fine whether the ATS is up or not. If the client needs to
fetch anything from the ATS then jobs stop flowing as soon as the ATS is down.
Since ATS v1 and v1.5 are not HA that's undesirable. It puts the ATS on the
critical path for jobs flowing through the cluster.
