Thank you. I guess its more for user fairness based preemption so that if some 
resource is grabbed by a user, its to be reclaimed back. Priority is another 
policy to add in inqueue preemption. 
I think these policies can be pluggable, and with same framework user can apply 
these triggers to achieve use cases. I think along with YARN-4108, inqueue 
preemption framework can be added first. And separate triggers (priority, 
user-limit) can be added as pluggable entities. thoughts?
