Thanks Naganarasimha and Rohith for review. I've updated the patch with 
addressing Rohith's comment. Please have a look.
The test failure is not related, separate code path. And I've seen YARN-5425 
has already been filed against it. Although what's interesting is that the test 
failure seems to be similar with what we are trying to resolve here.
