It makes much sense now. With minimum-user-limit-percent, we are just trying to ensure a minimum percentage of resource for all users. I think, we need not having to worry about user level headroom here then. It becomes more clear and simple now. bq.I think it would be helpful to define use cases so that everyone is clear about what problems we are trying to solve.
