Yes, it is better to use org.apache.commons.cli.CommandLine&Options to parse 
CLI commands, and it would make a lot of work to change existing code in  
RMAdminCLI. I think it is better to do those refactor job in another JIRA, do 
you agree? 
3&4 are fixed in the latest patch.
