YCP has the function lsubstring:

  http://doc.opensuse.org/projects/YaST/openSUSE11.3/tdg/lsubstring-rest.html

For many functions though there is no UTF-8 aware version,
e.g. search, tolower, deletechars, findfirstof, ...
