I'm not aware of any. I found out that the libyui-ncurses package depends on the glibc-locale [1]. It was added ~6 years ago [2] to fix a problem with empty UI (no texts displayed) [3]. Maybe we could change that to glibc-locale-base, I'm not sure. Could you test it if YaST works in the text mode with only glibc-locale-base? What if you use a locale which is not present? Does it still work?
