Libraries and archive services will get the biggest chunk of the Cultural
Affairs and Sport Department's budget, but not a single library is to be
built in the Western Cape in 2009/10.

Cultural Affairs and Sport MEC Izak Jenner tabled his budget in the
provincial parliament yesterday, and revealed that of the budget of R296
million, more than R115m will be allocated to libraries and archive
services. Other allocations included more than R38m for administration,
almost R58m on cultural affairs and R85m for sports and recreation.

Jenner said there was no provision to build new libraries and extensions
were difficult because of lack of funding.

His department's focus would be on the provision of library facilities in
rural areas.

Jenner said that in the past year, R2m had been transferred to the
Drakenstein municipality for the building of a library for the Gouda
community, a project which would be completed soon.

"However, we need to point out that given the budget pressures, the
department does not have funding available in the medium term expenditure
framework period to assist municipalities in the construction of new
libraries or the upgrading of the existing library facilities.

"The flagship project of the department's library service for the past five
years has been the Wheelie Wagon Service. To date, 27 communities have
benefited from this service and several more will benefit in 2009," said
Jenner.

He said his department would receive almost R41m as a conditional grant from
the national Arts and Culture Department for the "enhancement" of library
services in the province.

Jenner said that in the previous financial year, his department's
contribution to the educational needs of pupils through the provision of
access to information resources, resulted in the purchasing of reference
material to the value of R3m.
