Comrades I don't think we need to focus our energies on technicalities of the 
question but however the principle matter here is what do structures of the 
organization think, and understand in regards with the constitutionality of the 
existence of the General Secretary, and however let us view the question in 
main categories and implications that may expose the organization to.
 
there are categorically clear questions of the constitution and the broader 
frame understanding of membership collective of what the "Full time" word means 
to comrades of the party and not moving away from the role Representative of 
all, one the maybe opportunistic elements in the debate, some maybe informed of 
factional tendencies and relatively some are innocently uninformed and this 
maybe a bit unclear to whether should we carry on with the debate. I can only 
be cleared to what maybe the thought of bring this debate from uninformed angle.
 
I have not at any party structure meeting heard of any corresponds, and the 
party has not even made efforts to inform membership entirely with and how is 
the current GS going to hold on account the mandate of the 12Th National 
Congress, as out lined by the constitution of the organization....
 
However this also goes to the question of how many members of the SACP could 
not contest the secretariat as it was categorically clear that that person 
should be available to hold office for a said time on a "full time bases", one 
comrades and all please let us not insult debate by bringing comrade Blade in 
the center of the discussion but the GS position as the position of the 
organization.
 
However if we personalize the debate to comrade Dr Blade as that of how comrade 
Dominic has done I will fail to understand why should we be debating a person 
ruther than the organizational principles and policies, 

Comrade it is not fair that comrades get lashed as if the party has closed shop 
into discussing issues organisation

I think this discussion has been blown out of proportion. I want to
understand from those that are calling for the head of Cde Blade to furnish
us with evidence of how and when did Blade failed to fulfill his obligations
as GS since appointed Minster. Then we can start debating this subject.

I do not think we should change the Constitution in its current content
and its expected contextualisation of the general norm. I think we
should rather have a foresight from our MTV and Long Term Vision based
on the balance of forces on the ground, then we may then have Sub
-sections to be based/ read "In Case" may be for example the Organiser
in consultation with the GS and DGS assume the responsibilities of
2.7... that is an **example**. 

I raise this not because i do not believe we have a pool of leadership,
but i would like us to understand our current juncture in content and
process; then the future. I think Cde Blade and Cde Jeremy are right in
that Secretariat now, we just need to strengthen it.

I do not know Cde Malgas what you mean but Cde Adriano raised a debate
on the constitutionality part. If the extracts he made are from an
original copy of the constitution of the SACP then the debate should be
whether the constitution is changed or the incumbent is changed.

The extract read as follows:


11. DUTIES OF THE GENERAL SECRETARY
The General Secretary shall be the leading National Office Bearer of the
SACP and a full-time official under conditions of service determined by
the CC. The General Secretary shall be an ex officio member of all party
structures and shall:
11.1 Keep (or cause to be kept) the minutes of all CC and PB meetings
and such other books, records and archives as may be required.
11.2 Attend to the correspondence of the CC and PB.
11.3 Maintain regular personal and written contact with all the
provinces and keep the membership informed of the work of the CC and PB.
11.4 Ensure that members of the CC are kept informed of the work of the
PB in between meetings of the CC.
11.5 Draw up (or cause to be drawn up) all reports and documents as may
be decided upon by the CC or PB.
11.6 The Deputy General Secretary shall, as directed by the CC, deputise
for the General Secretary in respect of all the functions set out above.
The importance of this constitution will be meaningless if the status
qou remains because the office bearer will be part-time while the
constitution warrants him to be full time. I do not think we should
debate the issue with the view of seating/ un-seating a comrade.
We all love Cde Blade. He took this office knowing that he should be
full-time. General Secretary is an important office. Surely, SACP has
many tried and tested comrades, if the constitution remains unchanged,
then someone should (in line with the constitution) replace Cde Blade.
So, my take is that the constitution should be amended or a new GS be
elected at conference (if no constitutional amendment is envisaged). It
is not about whether one is good in multi-tasking or not. It is about
the constitutional obligations of the organization we so dearly love.
