It is puzzling on the silent approach our revolutionaries in terms of clarifying some of the Government implemented programmes;such a classical example is on the imposed militarization and/or the ranking system. POPCRU met on the 06-07 February 2010 at Willow Park, Benoni at the Extended National Executive Committee; a constitutional meeting attended by All Provincial Office Bearers across the nine Provinces to express its discontentment on the state of affairs in which our democratic dispensation is undermined. We should recall that the South African Police Services experienced many months of absent leadership after the suspension of the then National Commissioner; in which all citizenry were becoming concerned. We like all like-minded and progressive organizations welcomed the appointment but what transpired thereafter was the erosion of engagements by the current National Commissioner and also the aspirant general. Amongst other issues we deplore was around restructuring which was a question, and now the change of the ranking system. The ANC Stellenbosch Congress (2002) amongst others resolved on enhancing a programme for a single police service which will be headed by a National Commissioner who will “control and manage the police service [Section 207 (1)] and we recall that South Africa was emerging from an era of integration in which all Bantustans, Railway, Municipal, blackjacks and Kits Constables into one form. That process lacked leadership to enhance transformation as all bottlenecks were not duly managed. Actually the police service transformed itself. There is still a challenge of institutionalized racism in which some police stations still think they serve one racial group in some dorpies.This must stop! Part of the outcomes to be achieved amongst others was to “help root the police among the community and build on their confidence. There was actually little achieved on that. ANC Polokwane Congress prounced itself on enhancing the Community Policing model as a viable paltform for all our communities to play a vital role on oversight role to assist the police to perform their duties.A formation of Street Committees is what should be consolidated.We want to acknowledge what the SACP has done is this respect to put the resolution into action in some Provinces;which we must all emulate.
