NATIONALISATION & THE SHACKLES OF CLASS COLLABORATION

One cannot believe, the debate about Nationalization of mines has only
brought opportunistic posture of bourgeoisie politicians disguised as
working class protagonists. The ANCYL's call for the nationalization of
mines supported by other organizations and recently by NUM with its
treacherous option stand to appease the conglomerates, shattering and
paralyzing the revolutionary will of the people. Another nuance that the
should be "State Mining Company" and a need for "Expropriation Law" all
this remains step-back strategy imposed by counter-revolutionaries who
sought to invade capitalist power for imperialist co-option.

The ANCYL's call and its presentation to capitalist parliament is a
central expression of their loyalty to "Nationalism and Class Collabs"
against the building of the International Socialist Revolution, however
it is not the role of ANCYL nor ANC to exert the socialist objective.
NDR a betrayal concept, how can the working class realize their
revolution within democratic processes and also which is based on
national dynamics? Clearly NDR does not represent the interest of the
capitalist class enemy. State Mining Company and Expropriation Law is
mainly a wholesale of unionized jobs, an attack on the living standards
of the working class and the massive incarceration of the blacks, the
racist round-ups and deportations of immigrants.

THE MYTH OF "REGULATION"

It has now become conventional wisdom, especially in this current epoch
of power play between nationalists or charters. One of the most
important is the need to understand the nature of the STATE against
proposals levelled by both ANCYL and NUM. Perception is being installed
by SACPers that the existing state is some kind of "class-neutral"
entity in which working class can gain hegemony, which remains profound
revision of Leninism. There are only two fundamental classes in modern
society the proletariat and the bourgeoisie. As Lenin wrote in Sate and
Revolution "the State is organ of class domination, an organ of
oppression one class by another". The working class cannot simply lay
hold of the ready-made state machinery and wield it for their own
purposes or achieve workers rule by electoral means. Quite clearly, some
decided to serve on Executive Committee of the Capitalist state and
remained loyal to the bourgeoisie as they only continue to reform
capitalist policies than to overthrow capitalist system.

The reaction of NUM presented by another left reformist in the
parliament of the capitalists which ANCYL aspire to be national
imperialists, reveals capitalist hostility to the need for world
socialist revolution to create communist society based on material
plenty for all. Those anti-communist or pro-Stalinist are all deeply
committed to sucking up bourgeoisie democracy for their narrow ambitions
as they continue with communist bashing either directly or through
legislature.

NUM tables new plan for state mining

The National Union of Mineworkers (NUM) on Friday challenged previous
proposals on the structure of a proposed state-owned mining firm.

 

And it said nationalisation of existing mines should remain on the
agenda.

 

Addressing Parliament's portfolio committee on mining at the weekend,
NUM spokesman Madoda Sambatha said the union gave its full backing to
the establishment of a state-owned mining company and called for it to
be established by June next year.

 

Sambatha opposed the idea of the state owning the majority stake in the
company and said private investors, "irrespective of race or gender",
should hold 49 percent while the state held only 31 percent.

 

"A further 10 percent shareholding should be allocated to an employee
share ownership scheme and another 10 percent is to go to the community,
traditional authorities or worker co-operatives," said Sambatha.

 

ANC Youth League president Julius Malema last week proposed that the
state hold a minimum of 60 percent shares in the company and that
private corporations would hold the remaining 40 percent and be
responsible for the payment of royalties and taxes.

 

Matt Brenzel, a portfolio manager for Cadiz Asset Management, said NUM's
proposal appeared to favour private investors, but that "the state could
co-opt the other shareholders in a blocking move".

 

"It would also have to be established how the projects will be funded
and whether state resources will be utilised, because if the state chips
in the money, one has to wonder whether these resources could be better
utilised elsewhere.

 

"Interestingly, there might be private investors for whom the profit
motive is not that important, whereas security of supply is. China is a
vast consumer of resource products and might be less sensitive to the
profit argument, as long as its appetite is fed," he said.

 

Sambatha also said there was a need for a comprehensive mining strategy,
which he believed was not currently the case. "The National Planning
Commission, the Department of Mineral Resources, organised labour and
organised business should play the most active role in this regard."
