Cde Tweedie Thank you for a thoughtful constructive response. At the risk of digression,i'd like to clarify my understanding of the African burgeoisie.
There are two main subsects. There is the comprador burgeoisie who use political power to act as intemediaries for Western capital. The second consists of civil servants; intellectuals and professionals who form public administration academia and the development industry that is NGO's and international aid consultancy.They all lead decadent lifestyles emulating the erstwhile colonialists, they do not mobilize productive forces and are content with indigenization. I'll proceed to distinguish between three types of capitalism. First is the laissez faire othordox capitalism, which emphasises free competition,mercantilism,property rights,as championed by Adam Smith. Second is imperialist monopoly capitalism as practised through colonialism and apartheid,it is racially exclusive and anti-competition. The former gave rise to the latter.State capitalism is where a state engages in enterprise mainly through a monopoly extracting a surplus from workers or fleecing commodity producers through marketing boards and other forms of restriction of access to international markets. It is my contention that in Africa we are yet to experince orthodox capitalism and its accompanying industrial growth. In my previous submission I was merely describing the conditions necessary for rapid industrialisation, skills transfer wealth distribution which would the minerals-energy finance's monopolistic unsustainable trajectory. The ermergence of a large class of industrious African burgeoisie would enable the state to provide comprehensive equitable,high quality education, health and social security. Through regulation that is through independent institutions and legislation the state would guard against parasitic practices such as monopolies,collusion, environmental degradation, excessive executive pay and speculative investments. I believe that the cause of instability in Africa and the third world is the nature of our bourgeoisie,their lazyness,parasitism and politically based accumulation of wealth in the mist of poverty and depletion of our abundant natural resources.
