The Young Communist League of South Africa [uFasimba] in the Free State is
aware of the team appointed by the Minister of Human Settlements Tokyo
Sexwale led by Mama Winnie Madikizela Mandela.
Part of the tasks of the team is to investigate the depth of the problem
facing provinces in relation to sanitation and report accordingly to the
Minister.
We are aware that the team has already visited the Eastern Cape and is now
in our province of the Free State where a backlog of about 20 000 bucket
systems is reported.
We are actually concerned that this exercise seems to us a wasteful
expenditure and populist in its nature because the information required by
the Minister is accessible to him through government statutes such as all
the three spheres of government. It can also be noted that during the past
24 months, the National Oversight Committee on Human Settlements chaired by
Madam Dambuza has visited the province for atleast not less than twice.
During both visits, the Select Committee on Human Settlements received
reports from the Department of Human Settlements in the province within
which the municipal report were included. Furthermore, the Select Committee
on Human Settlements chose municipalities to be visit and received a direct
and in-depth analysis of the sanitation problems in the specific
municipality.
Again, instead of appointing another team to investigate the same problem,
the Minister is at liberty to request both Portfolio Committees on Human
Settlements in province and national to provide a tentative report to
enable him to act.
Unless the Minister has lost trust on these other legs of government, it
does not make logical sense to have Oversight Committee both in the
province and national, spending tax payers money on transportation, using
expensive accommodations, food and communication. Even in the provincial
department, the populating such information is not without cost. The fact
that all these other legs of government are undermined by the repetitive
useless exercise confirms the truth that some in government are not
actually prepared to spare government money for actual service delivery.
We are actually disgusted by the Ministers power driven initiatives to
actually offer his clusteral loyalists an 'outing' at the expense of the
people. The truth is that our people are not fools who will forever receive
visits instead of services, while huge money lies in departments.

It’s really deplorable that a group or a PEC can meet and come out
with this so called "statement"
There are lots of issues facing young people, this populist tendencies
and attention seeking adventure will not take anyone anywhere.
Tokyo is a minister and has all powers to do what he deems fit to
assist the masses of our people.
