*ANC Caucus of the Gauteng Legislature on the ongoing e-tolling issue* ** *17 January 2012* ** The ANC Caucus of the Gauteng legislature notes the recent developments on the e-tolling system. There have been concerns raised by Gauteng commuters about matters relating to billing as well as the administrative processes of the e-tolling system. It’s a concern as we sincerely believe that through the public hearings which took place last year, there had been general consensus that the department would delay implementation until all information about the system had been properly disseminated to end users, in this instance being commuters. **** We appeal to the National Department of Transport as well as SANRAL to further engage with stakeholders, particularly the community. More importantly it’s imperative to clearly outline the financial and legal implications of using the e-tolling system to avoid confusion, conflict or miscommunication. **** The Petitions committee led by Hon Jacob Khawe had a successful and fruitful public hearing. This platform became a success as a result of the participatory nature of the hearing. It allowed organisations and private individuals to raise their views. We urge SANRAL together with the Department of Transport to possibly initiate some form of ongoing public platform road show, where communities will be engaged on the system and further participate in the process. This will also afford SANRAL and the DoT to clearly outline what the system entails and the administrative processes. **** We reverberate the ANC Caucus’es sentiments last year, that interests of the community should prevail and that the e-tolling system should not marginilise or cripple lives of South Africans economically. Infrastructure remains the key driver of the Gauteng economy and the gains can’t be reversed or halted.
