*SACP Oupa Phasha District (Ekurhuleni) Executive Committee Statement*


*The service delivery protests in Ekurhuleni*


The District Executive Committee of the South African Communist Party (SACP) in Ekurhuleni met on Monday, 25 June 2012 and noted with serious concern the following:

 * the sporadic service delivery protests that are taking place in the
   region and the negative impacts these have on social cohesion,

 * the protests have been marred with violence and destruction of
   private and public property, mainly targeting the homes of the local
   councilors,

 * these service delivery protests have created an undesirable
   opportunity for criminal elements to loot and destroy businesses
   mainly owned by foreign nationals in local communities around
   Ekurhuleni,

 * the protests have affected the education of the learners, destructed
   the children's education and threatened their lives, and

 * prevented the workers from going to work from time to time thus
   having a negative bearing on the working class communities and the
   economy.


As the SACP were particularly disturbed by the orchestrated attacks on the families of the local councillors, the burning of their homes and the destruction of the family structures with threats on family members of the councillors. We are particularly disturbed by the attacks on women and children during these service delivery protests.

While the SACP District Executive Committee acknowledged that there may be genuine concerns raised by the communities and that communities are within their rights to protest, we however remain disturbed by criminality and destructive behaviour during these protests and condemn in the strongest terms any action that destroys public and private properties, threatens lives of people and generally promotes anarchy.

In view of these developments, the District Executive Committee resolved to:

 * call for an urgent meeting of the Regional Alliance to discuss these
   disturbing developments in our communities,

 * conduct a thorough investigation into these service delivery
   protests with the view and intention to identify genuine concerns of
   the people,

 * work with the state security institutions and agencies to protect
   the working class against criminality and criminal elements and call
   on the security institutions to arrest all the suspects who are
   responsible for the destruction of properties in any way.


We will work with all communities, all SACP structures, the Alliance partners and the Ekurhuleni Metropolitan Municipality to resolve any genuine issue regarding service delivery in communities.
