*YCL EASTERN PROVINCE PEC STATEMENT*

* *

The Young Communist League of South Africa (uFasimba) Eastern Cape Province
convened its ordinary PEC meeting on July 29 2012 at the NEHAWU Offices
(uMthatha). The purpose of the meeting was to consider the state of the
organization, the preparations for 3rd Provincial Congress which will be
convened by the end of November, preparation for Ruth First Activities as
the Province will be hosting this National activity, and received a
political and international input report from members of the 3rd National
Congress National Committee.



The meeting was also graced by the presence of Cde Mafika Mndebele, Cde
Sello Maetso and Cde Jongumzi Cengani from the 3rd National Congress
National Committee.



*OPERATION KHULA*



The PEC noted the continued growth of YCLSA in the Province from being the
smallest province in 2009, the second biggest province in 2010 and in 2012
being the biggest province with over 230 branches in good standing. This
confirms the willingness of our structures to do organisational work, while
also championing the interest of working class; we are relevant and young
people are more than ever before identifying themselves with our
organisation.



We further note that this quantitavely growth poses a challenge to us as
the organisation to enhance political education, as we continue to advance
the National Democratic Revolution [NDR] and the struggle for socialism. In
the same vain this vindicates in our correct analyses that young people are
fed-up with capitalism and they want socialism now. Having noticed this
growth on our membership, we resolved to continue educating our membership
on organization, ideological and political through Marxist-Leninist theory
and practice and sticking on the organizational principles that have guided
our organisation since its formation in 1922.



*F.W. DE KLERK ANTI –COMMUNIST*



The Young Communist League in the Province of Eastern Cape had note the
naked class onslaught against the SACP by Mr F.W. De Klerk., for us this
comes as no surprise as we are fully aware that both the Right wing and
ultra-left elements had been terribly craving for the break of alliance. To
be quit frank F. W. De Klerk attack is ageing and no longer relevant to
South African Politics in particular the struggle for the creation of the
non-racial, non-sexist, democratic and prosperous South Africa. The PEC
notes that the attack on the Party comes immediately after the highly
successful National Congress, which was the largest and the highly united
Congress ever convened by the Party.



This congress amongst other things had adopted the political programme of
the Party, which threaten the privilege of white monopoly capitalist, and
seek to change the reality that while the democratic government had worked
hard to create a better live for our people, the sad reality is that the
economy remains largely in the hands of white males, and De Klerk evidently
belong to this group of privileged few and wish to preserve it.



His out-bust is informed by fear of losing his privileged, and like a true
Right-winger he resolved to use the Apartheid era tactic that had passed it
sell by date. It is a shame and an insult to President Mandela that this
Apartheid master mind who clearly yelled for the past was awarded jointly
with him a noble peace price.

*MAKE EDUCATION FASHIONABLE*



The PEC note that serious efforts need to be taken further to deal with the
good work the department of Education in the province have started in
bringing all stakeholders to the front mainly SADTU and the PYA components
into the picture.



Without serious commitment by the above mentioned structures it will be of
no use to embark on campaigns and marches for quality, accessible and
affordably education in the province.

While observing the Limpopo education text book saga, the PEC  does not  want
that situation to occur on our province and it’s a situation that we cannot
tolerate as it’s only the working class learners that will suffer severely
as a result of this.  We are going to convene the meeting with MEC for
Education to check the state of readiness and processes in place to procure
books (LTSM) for 2013.



The point that we have been rising over the past six months on the role of
the national department of Basic Education in the province that the
intervention must be more around building capacity in the province and be
collectively implemented remains stands. In the same vain we are happy
about the stability in the system and not want to hear again about the two
bulls factor as that won’t be in the interest of transforming education and
in the interests of working class children in the province.



We therefore say to us these are non-negotiable with the Eastern Cape
Department of Education: we want text-book to be delivered on time, all
school must have furniture, there must be a teacher in front of learners
and all corrupt elements in the department must be brought on book.



*HEALTH*

We are deeply concerned about shocking activities that are unfolding at the
Eastern Cape Department of Health ranges from the non-payment of doctors,
shortage of medicines, dumping of medicines on forests. The question that
comes to us as young communists at whose expense are all these issues and
the simple answer is that its only working class that burn the brunt of
shocking activities. We are going to seek a meeting with MEC for Health in
the Province to get response in the interests of the working class and the
poor in our province.

*TOWARDS 3rd PROVINCIAL CONGRESS*

The PEC is happy by the state organization from 2009 till 2012.  We further
want to say the PEC will be the first ever since the re-establishment of
YCLSA to take organization to its congress as the previous PEC’s collapsed
in the process. The PEC noted some dirty tactics and lays about our
leadership in particular the Provincial Secretary and Provincial
Chairperson. The PEC said it won’t be defocussed by cheap tactics of *“if
you can’t engage our leadership blackmail them”. *As PEC collectively we
will fight anything and any person that seeks to divide us and we are going
to expose who are they and what they represent.



The PEC adopted congress preparation plan and endorsed the congress venue
for our 3rd Provincial Congress to be Walter Sisulu University at Mtata,
O.R. Tambo District, to be convened by end November 2012.



*UNITY OF THE WORKING CLASS YOUTH*



As the province we declare the weekend of end July as a red weekend. We
view YCLSA as the only weapon and a home the young communists, the working
class youth we have to nature, grow and defend and use to fight and
struggle for socialism. We are not going to allow people who want to change
YCLSA from being an organization of comrades to be an organization of
friends. We will continue to fight for the unity of our organization
uncompromisingly.



The PEC also dismissed rumours that the YCL in the province is divided,
weak and on the brink of collapsing in particular at the district level.



As the PEC we want to set the record straight there is no crisis in the
Province, the crisis is on those people who are saying there is a crisis.
We declared not to be defocussed by dishonest populist who are more
concerned about congresses and positions instead of servicing the YCLSA. We
therefore wish to set the record straight that as the biggest YCL Province
in the country, with over 230 branches in good standing, we remain resolute
on the unity and cohesion of the organisation and recommits ourselves in
advancing and championing the working class struggle of young people in the
province.
