*NUM year-end NEC pronouncement***The National Union of Mineworkers (NUM) held its Extended National Executive Committee meeting from Tuesday, the 13 November 2012 to Saturday, the 16th November in Magaliesburg. The NEC pronounced on the following amongst others:
*1. Industrial action*The National Executive Committee analysed the recent industrial action that engulfed the country and the lessons learnt from it and crafted an action plan which includes but not limited to the following:
(a)To strengthen and renew the recruitment and organizing of members throughout the mining, energy and construction sectors. (b)To invest more towards improving our services to members (c)To assist where possible the victims of the recent spate of strikes and to deal with the consequences in a decisive manner.The NEC further encouraged and persuaded the National Office Bearers to ensure that the organization participates to the maximum at the Marikana Commission of Inquiry.
*2. Collective Bargaining and the organizational renewal project*The NEC urged regions and branches to begin now in preparing for the 2013 collective bargaining season for both the mining and construction sectors and to ensure that sufficient attention is given to the demands of the members during mandating processes. The NEC further appealed to membership and leadership to work together and accelerate the organizational renewal project.
*3. Prioritized projects*The NEC agreed and reached consensus on prioritizing the transformation of both the mining and construction sectors as well as the compensation of current and former members on occupational health related claims.
The NEC further agreed to speed up the COSATU-mooted commission of Inquiry into the living and working conditions of mineworkers. In this regard we call for Parliament to implement its decision of 24 August 1996 which decision call for Parliament to engage on an Investigation on Living and Working conditions of Mineworkers
On job creation, the National Union of Mineworkers committed itself to contribute to job creation projects in the industries the union organizes in. The NEC will be engaging the DTI and DMR both departments and ministers on possibilities of establishment of a Mining Co-operative Unit to assist retrenched and dismissed Mineworkers establish Mining Co-operatives.
*4. Youth, Women and HIV/AIDS*The NEC agreed on the need to strengthen the NUM Youth Forum in the light of the study that revealed that 54% of the NUM members are young people up to the age of 35. The union further argued strongly for the protection of women in the workplace especially in the light of humiliating attacks on their humanity where many were stripped and paraded naked in front of thousands of men. "The increasing attacks on women are a major setback for our democracy and transformation" says Frans Baleni, the NUM General Secretary.
On HIV/AIDS, the NEC commended the branches for the wonderful work they continue to do in highlighting the dangers of the disease as well as the stigma associated with it. The NEC was particularly impressed by the number of members in the branches who are continuing to adhere to the call to test.
*5. Employer sponsored challenges*The NEC noted and traced back the current challenges the union is facing to pre-congress where employers funded groupings within the union in an attempt to weaken and neutralize it. The NEC warned employers that continue to flirt with the NUM's class enemies in what is largely a continued bid to weaken the union. The union is aware that there is diverse alliance in the media, within the unions and communities that is hellbent to dismantle the union's legacy. "The NUM shall survive all these. We have survived before and will continue to survive the total onslaught against us" says Baleni.
*6. Alliance*The National Executive Committee appealed to all and sundry to work towards strengthening the sacrosanct Alliance between the ANC, COSATU and the SACP and work towards rebuilding and strengthening the South African National Civic Organisation (SANCO) . The NUM believes that the ANC remains the only vehicle that has the capacity to undo years of the apartheid legacy.
The NEC agreed that NUM has always conducted itself with accordance with organisational principles governing the Alliance and informed by the principles of unity within the federation and as such we will not compete with one component of the federation in media, but to take the inspiration from the heading used by the SACP CC of 1976 when responding to the Gang of 8, the title was" Birds of the same feather fly together".
*7. Collective bargaining and current worker demands*On current demands of Mineworkers: the NEC as per the NUM National Congress resolution believes that the current salary levels of the Mineworkers do not conform with the working conditions and health exposures of Mineworkers but equally, collective bargaining and social dialogue is the only solution and tool available to Mineworkers in order to achieve our shared objective of "Better salaries and condition of services for mine, energy and construction workers"
