YCL EASTERN CAPE PEC STATEMENT

The Young Communist League of South Africa (Ufasimba) Eastern Cape Province 
convened the 1st Plenary Session of the 3rd Provincial Congress Provincial 
Executive Committee Meeting on the 05 January 2013 at South African Communist 
Party Offices, Bisho.

This was the first Plenary Session after a very successful and united 3rd 
Provincial Congress that was held on the 7-9 December 2012 at Walter Sisulu 
University, Nelson Mandela Drive,  Mthatha. 

The main aim of this Provincial Executive Committee Meeting was to evaluate the 
3rd Provincial Congress, Deployments to districts, commission’s deployments, 
and election of Provincial Working Committee and prepare for Joe Slovo Right to 
Learn Campaign

ANC NATIONAL CONFERENCE IN MANGAUNG

The Young Communist League of South Africa Eastern Cape Province congratulates 
the newly elected leadership of African National Congress under the stewardship 
of Cde Jacob Zuma and his collective at the recently held 53 African National 
Conference held at Free State province , Mangaung . We further commit to work 
tirelessly during 2014 National Elections for African National Congress 
President of the ANC in 2014  to obtain an overwhelmingly majority.  The PEC 
further applaud the Eastern Cape African National Congress delegation as led by 
Cde Phumullo ‘General “Masualle and his collective that attended the ANC 53 
National Conference for remaining principled, disciplined and defending the ANC 
at Mangaung. Resolves to support the collective leadership of Eastern Cape as 
led by Comrade Phumulo Masualle for continuity and automatically be a Premier. 

EASTERN CAPE 2012 MATRIC RESULTS

The YCLSA in the Eastern Cape congratulate, appreciate and applaud the Eastern 
Cape Department of Education under the political leadership of Cde Mandla 
Makhupula for a ground breaking record of 2012 Matric pass rate of 61.6% as 
there is a scientific proven records that since 2003 the Eastern Cape 
Department of Education has never obtained a matric pass rate above 60%. We 
once again congratulate Eastern Cape department of Education, teachers (SADTU 
and other unions), African National Congress the ruling party in the Province , 
Class of 2012 and School Governing Bodies for its ground breaking record of 
obtaining 61.6% pass rate. This ground breaking record signifies that the 
education system in the province is stabilizing and the Eastern Cape Department 
of Education is no more in Intensive Care Unit , it is on the ward , therefore 
we call all stakeholders to work hand in hand so that the department of 
education speedy recovery and get discharged.

The Provincial Executive Committed noted the following areas of improvements: 

Best preforming district from rural areas ,Cofimvaba ,Sterkspruit and  Maluti
Most improved 19, 5 % Libode District also from deep rural area.
No school obtained 0% this year.
30 schools obtained 100% pass rate.
Improvement on those obtained Bachelors requirement from 27% to 28 %.

The Provincial Executive Committee wishes that by 15 January 20113 all 
stationery and text books would have been delivered to all schools across the 
province. We once again acknowledge the role played by SADTU in the Province 
with their efforts and commitments during the difficult times of 2012.

BEST WISHES TO VENEZUELA PRESIDENT CDE HUGO CHAVEZ

We wish speedily recovery Cde Hugo Chavez President of Venezuela Hugo. We 
remain confident that the President of Venezuela Cde Hugo Chavez will recover 
soon as Venezuela people are waiting for his leadership. We also call upon all 
socialist and communist organization in the world to give a moral support, 
whilst Cde Hugo is remaining in a critical condition in Hospital.   


APPOINTMENT OF PROVINCIAL ORGANIZER

The Provincial Executive Committee has appointed Cde Lungisa Yenana as a 
Provincial Organiser as part of implementing the 3rd Provincial Congress 
mandate. The Provincial Executive Committee wishes Cde Lungisa Yenana all the 
best in his new revolutionary responsibility.

The Provincial Executive Committee wishes well comrades that have been elected 
in to the Provincial Working Committee for their new revolutionary 
responsibilities.

The Provincial Executive Committee is impressed by the number of young women 
comrades that are swelling the ranks of our organization, both within the 
general membership. We believe that this auger well in advancing the struggle 
of women emancipation and gender transformation that we are committed to.

We declare that we will further build the organization; we will continue to 
make positive contribution towards building of the SACP, PYA and broader 
democratic movement. We will build members of the YCL to become and continue to 
be a leading detachment of the youth sector in the country, the continent and 
the world. We will build dynamic, exciting, vibrant and campaigning branches, 
districts and the province. We will advance the struggle against imperialism 
and global oppression whenever, wherever and however there phenomenon manifest 
itself. We remain resolute on our conviction that human solidarity remains the 
cornerstone for a just and peaceful world.
