*YCLSA EXPECTATIONS ON THE 2013 BUDGET SPEECH*

The Young Communist League of South Africa [uFasimba] will be paying
special attention to the Budget speech that will be presented by the
Minister of Finance, Pravin Gordhan, tomorrow. This budget speech must
focus on bringing on board interventions that will ensure that we advance
decisively towards achieving our developmental goals as a country.

*Infrastructure*

As the YCLSA we believe that the budget must pay significant attention on
infrastructure development. The President in the State of the Nation
Address of 2012 spoke extensively of an infrastructure plan to be rolled
out. We believe that the plan should be our flagship project. Through the
infrastructure development plan we will hit one bird with one stone. We
will be able to fix dilapidated infrastructure and build new ones while
creating employment. Approaches that were adopted to support the
elite-based infrastructure projects that characterise Gauteng province must
be avoided completely going forward. This required that all relevant
information be declared whenever we talk about infrastructure funding.

*Health*

More funds needs to be channelled into our health system to save it from
total collapse. Our hospitals and clinic lack the necessary infrastructure
to be able to provide decent health services to the working class and the
poor. We welcome the pilot projects of the National Health Insurance and
expect the Finance Minister to allocate adequate resources.

*Education*

All public schools must be 100% no fees schools in order to achieve the
goal of universal education for all children.  This will go a long way in
ensuring that education is accessible to the working class and the poor.
All public schools must have a school feeding scheme to ensure that
learners have something to eat while they are in school. We welcome the
plans to build two universities both in Mpumalanga and in the Northern
Cape. More funds need to be allocated to the National Student Financial Aid
Scheme of South Africa for historically and previously disadvantaged
students.

*Unemployment*

We remain strongly opposed to the Youth Wage Subsidy which the Finance
Department and the DA have been pushing. We appreciate that government, as
clearly reflected in this year’s State of the Nation Address delivered by
President Zuma, has since shifted from the mantra of the Youth Wage Subsidy
to the process that is underway at NEDLAC of developing an accord on
addressing youth unemployment.  The R5 billion that that the Finance
Department reserved previously for the Youth Wage Subsidy must be used
constructively to support the objectives of the accord once it is agreed to
and conclude by the social partners inclusive of the community constituency
which as the YCLSA we are part.
