*Dear Madam*



It’s me again, Matankana Mothapo, I hope am not troubling you on your busy
timetable my dear madam, Ms Thuli Madonsela, I am just disappointed with
your office again in year, as a concern patriotic citizenry of my beloved
country.



I am writing this second open letter to you, yet again with supplementary
disappointment and great displeasure about your office.



I have realized that you have used your office to popularize yourself again
by chasing print media news-paper headlines and radio sound-bites, instead
of doing what you were appointed for, which is that of being an impartial
Public Protector. I am saying this because you keep on briefing the same
print media that is profiling you about the progress on Nkandla report and
the Gupta saga, but you have never said anything about South African Post
Office (Sapo) complaint that was lodged by Communication Workers Union
(CWU) *in April 2011*. I think the Union has waited for too long, maybe you
have thrown it away because it’s not going to add any mileage to the front
page news-paper headlines or make it in our sound-bites broadcasting media.



In your communiqué through your investigating team and followed by your
Press Statement in respond to my first open letter to your office early
this year on the *10th of January 2013*, you said the report is in the
writing or typing stage. This year again after my first open letter to you,
I have received number of communiqués from one of your investigating team
that are in contrary to your Press Statement *of the 10th January 2013. *

Recently, I received another communiqué from your office that says, “*Dear
Mr Matankana, this e mail serves to notify you that our report writing into
allegations of corruption and maladministration by SAPO is in on the verge
of completion. It is envisaged that same will be forwarded to you for
comments during the week of 02 July 2013”. *



Ms Madonsela, we are approaching the month of August now, where is the mere
preliminary report that you promised to CWU donkeys years ago? Because it
seems that your Office is cherry-picking cases that are already under media
scrutiny and are, to borrow from your lexicon, "winnable" and would
therefore result in praises and applauds from those quarters you seek to
appease thereby resulting in well convened media briefings.  How do you
write or type a report for more than six months? Indeed CWU waited for too
long.



I still replicate what I said in my first open letter to you Ms Madonsela
that your behaviour and modus operandis are not different from that of now
defunct “Directorate of Special Operations” also known as the Scorpions.



You have decided to pick and choose some of the “most” important cases and
whilst you shelf some in your personal drawer to the extent that they
gather dust without being investigated for reasons only known to you -
which I find to be highly suspicious and irregular.



I am a National Spokesperson of the Communication Workers Union that lodged
a complaint with your Office concerning the maladministration, deep-seated
corruption and misuse of funds at the SA Post Office *early April 2011 *in
case if you don’t know Ms Madonsela.



I still repeat what I said to you early this year that your reluctance to
deal speedily with the SA Post Office complaint from the Communication
Workers Union leaves me with no choice but to conclude that your office is
used to destabilize the government of President Jacob Zuma by opposition
parties and some remaining rightwing remnants such as Democratic Alliance
and their fellow travellers called Solidarity. I am not astonished by
allegations levelled against you by your former Deputy Public Protector and
serious allegations of bribery by Democratic Alliance in one of your
Offices in the Northern Cape.  Why else would you, Ms Thuli Madonsela,
ignore to investigate the serious matters as raised by the CWU on behalf of
workers as their legitimate representatives? WHY is it taking more than two
years? *WHY? *The public deserve to know, not only me.



I have realized that there is no justice in that futile office, except
being biased and pleasing the opposition parties especially your favourite
Democratic Alliance. To me as a concerned citizenry and National
Spokesperson of CWU and Gauteng Young Communist League Spokesperson Ms
Madonsela, you don’t see any value in pursuing SA Post Office as this may
not result in the mileage for your work or appraisals from the opposition
parties and white owned media because you are chasing headlines in the
media for your popularity or fame sake.



I will not be surprised if the complaints that has been of late lodged with
your office by the Democratic Alliance against the former Minister of
Communications and other cases that are related to the high profile
leadership of our Mass Democratic Movement will receive priority from this
Office at the expense of other urgent, explosive and dolomitic issues
facing the SA Post Office.
