Dear Comrade

COSATU GENERAL SECRETARY PUT ON SPECIAL LEAVE OF ABSENCE

The COSATU held its Special Central Executive Committee meeting on the 14th
August 2013 at its Head Office in Johannesburg. The Special CEC was convened
by the COSATU National Office Bearers to table its report on the outcome of
the grievance hearing against the General Secretary and the public
statements attributed to the COSATU General Secretary.

The National Office Bearers tabled their report. The meeting discussed and
considered the impact on the status, integrity and the reputation of COSATU
and on the office of the General Secretary, including the alleged
involvement in a relationship with an employee of the office.

The Special CEC resolved that it was necessary to place the General
Secretary on special leave of absence, with immediate effect pending
investigation into the allegation and possible disciplinary hearing.

In the view of the Special CEC it was necessary to place the General
Secretary on this leave of absence in the light of the nature and
seriousness of his conduct in this matter, its consequential effects on the
federation and the seniority of his position. The CEC felt that this was in
order to ensure a thorough and proper investigation.

The CEC tasked the National Office Bearers together with the Presidents of
affiliates to manage the process, to ensure that it occurs freely and fair.

The NOBs together with Presidents tried to meet with the General Secretary
last night to communicate the decision, however the General Secretary
indicated that he had left the office and it was not possible to meet them.
It was agreed that the meeting would take place on the 15th August 2013 at
09h00.

The NOBs and Presidents met with the General Secretary and communicated the
Special CEC decision and handed him the letter that places him on a special
leave.

The period of special leave is subject to the General Secretary compliance
with conditions among others.

That the General Secretary will be required, during this period of special
leave, to continue participating in the facilitated process arranged by
COSATU which is aimed at building the unity of the Federation.

The General Secretary may be required to provide the Federation with all
information or assistance necessary to ensure smooth running of the
Federation etc.

The NOBs felt that this is necessary to inform all of you of the Special
CEC.

Yours comradely

Bheki Ntshalintshali

Deputy General Secretary
