SACP Gauteng Press Statement

 

SACP Gauteng presents a Summary of Decisions of the PEC Lekgotla held on the
14th-16th February 2014 in Hammanskraal, City of Tshwane

 

 

The SACP Gauteng held a PEC Lekgotla from 14th-16th February 2014 in
Hammanskraal, north of the City of Tshwane.  The PEC Lekgotla adopted a
declaration with full details of its key outcomes and decisions. The
declaration will be issued to the press tomorrow.

 

International situation

 

The PEC Lekgotla analysed the international situation and reaffirmed the
view that the economic crisis of Imperialism, the highest and last stage of
capitalism remains the profound defining factor of the world class balance
of forces. The Lekgotla further analysed the current strategic and tactical
posture of imperialism in several parts of the world and in our country. It
was resolved that whilst Imperialism may not at this stage seek to stage a
classical, NATO type military regime change in our country, such an option
should not be ruled out in future.

 

It was resolved that currently; the strategy of Imperialism is to wage a
"low intensity" counter-revolution. The objective of such a strategy is to
weaken the popular power and ruling capacity of the African National
Congress and its Alliance partners.

 

The template for this "low intensity'' counter-revolutionary strategy can be
clearly seen from the experiences of Venezuela in the 2002 attempted but
failed coup against former President Hugo Chavez, and currently against
President Maduro. At the heart of this strategy, is the mobilisation of
certain sections of the commercial mass media, working with a coalition of
opposition parties, self-anointed "intellectuals", commentators and with
highly USA funded right-wing NGO's.   

 

In our country, the features of the "low intensity" counter-revolution takes
the form of severe and consistent use of lies and false-hoods to wage
attacks and slander against the leadership of the ANC and its Alliance
partners, and in particular, President Jacob Zuma.

 

Such attacks also use the neo-fascist and right-wing ideological expression
of crude subjectivism and the tendency to seek easy answers to complex
problems facing our country, its people and the democratic government.

 

In this regard, the PEC Lekgotla identified the following areas as avenues
and outlets to wage the "low intensity'" counter-revolution that uses crude
subjectivism, political manipulation of finding easy solutions to complex
questions.

 

Nkandla housing security upgrades

 

The PEC Lekgotla reaffirmed the resolutions of the 2013 December Augmented
Central Committee on Nkandla.  It resolved that at the centre of the crisis
relating to the Nkandla security upgrades is the historic question of the
transformation of the state with respect to the relationship of government
officials, the bureaucrats with monopoly capital through tenders, price
manipulation and the corrupt morality of the Apartheid capitalist ruling
classes. The PEC noted that as part of national reconciliation and peaceful
transition to democracy, many of the corrupt forces of the Apartheid ruling
classes, including those from the Bantustan were integrated within the
state.

 

And furthermore, examples of these practices are many in our country, for
example, the price manipulation and corrupt practices during the
construction of 2010 Soccer world cup stadiums. To blame President Zuma, and
completely ignore contradictions of the state transformation as an objective
factor constitute crude subjectivism. The PEC Lekgotla awaits with keen
interest the report of the Public Protector. We are to hear the language,
style, poetry and costume of the report from this office that more often,
and in this particular case, allegedly leaked crucial and sensitive
information. We are yet to hear a report on the leakages from this office.

 

Gauteng E-Tolls

 

The Lekgotla received an input from PRASA CEO comrade Lucky Montana on
Integrated Public Transport. It was also agreed that this is one key outlet
and area used through a hype activity, to weaken and liquidate the
revolutionary movement of Nelson Mandela, by the forces of "low intensity"
counter-revolution. The Lekgotla appreciated and acknowledged decisions of
the Central Committee, and struggles waged by all Alliance partners
including Cosatu, our historic class ally.

 

The PEC Lekgotla deeply appreciated the unity of the entire Alliance on the
demand for Integrated Public Transport and that attempts by right-wing
forces and commercial mass media aligned to the DA and Imperialism to
manipulate the struggles waged by Cosatu fully supported by the Alliance,
have completely and dismally failed. 

 

The PEC Lekgotla noted the fact that the majority of Africans in particular
and Black people in general, the organised workers, the working class and
the poor still use extremely out-dated, dangerous, unreliable and unsafe
Metro rail trains, the Putco buses and Taxis. It further noted that in our
province and country, we do not have public transport but commuter transport
system designed to serve the interests of the Apartheid ruling classes.

 

The Lekgotla denounced and rejected with contempt the convenient narrow
focus on E-tolls, and complete silence on popular working class demands for
better transport system. This include demands such as better trains, buses,
taxis, alternative road networks, integrated and affordable ticketing system
and better working conditions.

 

This tendency to focus on the easy solution, completely disregarding popular
demands of the people, proof beyond doubt that the Imperialist DA aligned
forces of low "intensity" counter-revolution has nothing to do with working
class interests. It is but a cheap and reactionary ploy to weaken the ANC
and manipulate the popular forces, that is, the Africans in particular and
Black people in general.

 

The desperate attempt to co-opt Africans in particular and Black people in
general by presenting a narrow focus on E-Tolls as the basis of common
interests of the equal "Black middle class" and the white middle class is a
falsehood that should be denounced and rejected with the contempt it
deserves.  The DA and imperialist aligned commercial mass media have even
coined a slogan that elections in Gauteng based on E-Tolls will be decided
by the "white and black" middle class as equals.

 

Whilst the post-1994 democratic landscape has created a layer of a middle
strata within Africans and Black people, such a layer remains a small
fraction, and is highly indebted and financially dependent on loans and
advances by commercial banks. The PEC Lekgotla resolved to appeal to the
revolutionary overwhelming majority of Africans and Black people against the
dangers of co-option by the ''Middle class" linked and directly aligned to
the Apartheid ruling classes. 

 

Community struggles

 

The PEC Lekgotla noted the use of an abstract concept of "service delivery
protests" to refer to legitimate, historic and revolutionary expressions of
the people, in order to attack the ANC government. The use of this concept
by the forces of "low intensity" counter-revolution seeks to create an
impression that the historically oppressed masses, Africans in particular
and black people in general have turned against their movement and that they
blame the revolutionary movement for problems of the legacy of colonialism
and Colonialism of a Special Type dating back to more than 350 years.

 

The PEC Lekgotla supported the view expressed by President Jacob Zuma that
our country has delivered services very well and has achieved what none of
the countries facing similar challenges has achieved. In many instances,
problems relating to protests are more often triggered by factors not
related to lack of service delivery.

 

The Lekgotla resolved that the ANC led Alliance and movement should embrace
these community struggles as part of the historic anti-imperialist,
anti-colonial and anti-capitalist community struggles. This approach is
critical to isolate anarchists, thugs, criminals and corrupt elements that
use the issues of colonialism and Apartheid legacy to manipulate the working
class and poor.

 

The PEC Lekgotla also reaffirmed its call that government and state organs
must at all times swiftly and speedily move in to hear the people and
provide strategic leadership. This is the best and most revolutionary way to
isolate the forces that uses violence, looting and criminality, masqueraded
and masked as anger of the people against their revolutionary movement. 

 

Election victory for the ANC on 7th May 2014 Elections

 

The PEC Lekgotla analysed the situation in the province and concluded that
organised workers, the working class and the poor, Africans in particular
and Blacks in general constitute the most decisive motive force to deliver
an overwhelming election victory for the ANC.

 

The Lekgotla noted developments and challenges in COSATU, especially the
call to alienate workers from the ANC as the revolutionary movement of their
blood, sweat, suffering and pain.  The Lekgotla denounced and rejected this
tendency that encourages workers to build our country in the image of the
divisive bourgeoisie, their historic and class enemy. The Lekgotla called on
workers to build their country in the image of their own revolutionary
morality, uniting them with the rest of the oppressed masses by voting for
the ANC in these elections.

 

The PEC Lekgotla resolved to launch Qina Msebenzi or Tia Mosomi Election
Campaign. The purpose of the campaign is to strengthen the unity of workers
with the historically oppressed people of Nelson Mandela and Oliver Tambo,
Joe Slovo and Chris Hani. The Campaign will be focussed on the industrial
proletariat and workers on the factory floor. It will be launched next week
in our District of Oupa Phasha (Ekurhuleni).
