ANC no letters.jpg Statement of the African National Congress, 6 August 2014 Payment of levies/contributions to the ANC The African National Congress has received reports from a number of its members that members of the media have been calling them with questions on the donations that these members make in their individual capacity to the organisation. Specifically, the questions seem to be designed to intimate that members of the organisation who are civil servants are paying levies to the ANC in order to obtain or retain their "deployment" in government. The African National Congress categorically rejects any attempt to link voluntary and unconditional financial contributions by members, supporters and sympathisers of the ANC to the acquisition or retention of any jobs in the public sector. Donations to the ANC are not transactional. Anyone who contributes to the organisation cannot expect anything nor do they contribute in exchange of anything. Members, supporters and sympathisers of the African National Congress contribute to their organisation voluntarily and unconditionally in pursuance of Article 7 of the Resolutions on Fundraising of the 53rd National Conference which reads: "All ANC members who earn an income should be encouraged to contribute equitably to the movement by paying a levy, according to their ability." This resolution is being implemented by the Office of the Treasurer-General through, amongst others, approaching members, supporters and sympathisers of the ANC recommended by others within the organisation, to make donations to the party for its financial sustainability. As a membership based organisation, contributions and donations by members are the ANC's main source of funding. This practice is an ongoing fundraising strategy of the organisation and targets members, supporters and sympathisers in both the private and public sector and across all provinces. The African National Congress, like many donor driven organisations, offers an opportunity to people, to donate to the organisation through mediums such as direct deposits and even online contributions through the ANC website. There are many people who are not members of the ANC or in the employ of government that make donations to the organisation. There are many other people who approach the organisation of their own volition to make contributions and others who when approached by the organisation to contribute decline to do so. Government has clear policies and processes guiding human capital attraction, retention and management within the civil service. Nowhere is a contribution to the ANC a requirement for employment.
