*YCL Gauteng Press Statement*


*17th September 2014*



The Young Communist League of South Africa (YCLSA) Ufasimba in Gauteng
Province met on *14thSeptember 2014*, at POPCRU Provincial Office. The
Provincial Executive Committee received Organisational and Political
Reports as constitutionally required. The meeting also received a Political
Input from the Provincial Executive Committee of the South African
Communist Party (SACP) in Gauteng.



The YCLSA PEC, together with the SACP, reflected on the 93 years of the
South African Communist Party as established in 1921. Since formation the
SACP has successfully organised itself in an evolving manner, drawing the
basis of its organisational changes on the concrete political realities of
South Africa at different epochs. The SACP has ceaselessly exercised its
vanguard role on working-class struggles regardless of the changed
political environment, including the years of illegality and repression
under the Apartheid regime.



As the PEC we agreed that this sterling record of adaptation and agility
was as a result of the unwavering commitment of the Party to rigorous
theoretical reflections and consistent employment of Marxism-Leninism in
understanding a changing political environment with its related balance of
forces. It is this fact that instructs the YCLSA to take up the task of
studying the nature of the current political environment and the
class-implications of some of the political trends that have emerged
recently.



The Provincial Executive Committee discussed various issues that are
happening in our Province and the country. Amongst those issues are the
disruptive fascist behaviour and anarchist element of the so called EFF,
the conduct of the Public Protector, Adv. Thuli Madonsela and the incoming
Provincial Congress of our glorious movement, African National Congress
(ANC).



Among other things, the meeting noted the progressive work done by the 5th
democratic administration of Gauteng Province. This follows the decision by
the masses of our people in Gauteng to restate their faith in our movement
by giving the ANC and overwhelming electoral mandate in the May 7 General
elections.

The YCL also specially noted the work that has been done by the MEC of
Human Settlements, who happens to be the Provincial Secretary of the SACP
in Gauteng, Cde Jacob Mamabolo since the start of this 5th administration.
We commend the ANC for having deployed this good leader to lead this
crucial Department. As YCLSA in Gauteng, we are very pleased with the work
that the MEC has done since his deployment



*On EFF behaviour*



The YCLSA in Gauteng is appalled by this Hitler-mentality and fascist
behaviour that is being repeatedly demonstrated by EFF. As YCLSA, we have
resolved that we can’t sit down and fold our arms when our hard fought-for
democracy is undermined by these hooligans parading themselves as
revolutionaries whilst in essence they are propagandist counter
revolutionaries with red overalls in our Gauteng Legislature and the
National Assembly. We call on all young people in Gauteng and all over the
country to defend this hard earned democracy by confronting the EFF when
they disrupt our Legislatures and our Parliament. Enough is enough!!!!



The EFF has also fashioned itself as an organisation engaged in progressive
anti-capitalist struggles. This is in stark contrast of the class status of
their leaders and their means of class reproduction. The fact of their
historical association with the plundering of state resources in Limpopo
through corrupt capitalist means of accumulation cannot and should not be
forgotten by genuine working-class forces in our country.



The revolutionary-sounding slogans sustain a calculated political strategy
to hopefully deceive the majority African working class into mortgaging
their popular power and electoral majority to this band of opportunists.
Their inconsistency in using genuine working class phraseology side-by-side
with outright fascist tones of Afro chauvinism and sexism is revealing of
their desperation to unleash whatever political wave they can find so as to
amass political power.



The real fact of the EFF is an attempt to lurch onto genuine working class
concerns as an expedient political means of laying claim over state power.
This would in turn be an opportunity for them to pursue their practices of
wealth accumulation through the state, unhindered, as they would have been
catapulted into power by unsuspecting masses of our people. Of course this
class manipulation has short-legs and will soon be defeated as the true
intentions of the EFF will gradually be exposed.



*The conduct of the Office of the Public Protector*



The YCLSA would like to question the criteria and the method that is being
used to respond when complaints are lodged with the Office of the Public
Protector.From where we are standing as the YCLSA in Gauteng; the dealings
of that office are selective. It appears that the responses and selections
of cases to investigate are not impartial. The YCLSA in Gauteng has noticed
that the office picks and chooses some cases whilst shelving some in
drawers to the extent that they gather dust without being investigated for
reasons only known to the Public Protector’s office. We find this to be
highly suspicious and irregular.



We have observed over a period of time that the cases you appear to be most
energetic on are those whose complaints have been submitted to you by
opposition parties, particularly the DA, or such cases that open the ANC up
to public attack.



For us as the YCLSA in Gauteng, such complaints represent continuity of
extra-parliamentary opposition politics. It appears that the Office of the
Public Protector is highly relied upon in that regard. Since the serving
Public Protector not only attended but addressed the DA’s rally in 2012 it
has been very difficult to distinguish the politics of the DA from the
selective dealing of complaints and cases by that office.



In addition, the Public Protector seems to have adopted a politically
charged style of work through the use of the media. The tendency to make
comments that cast aspersion, almost of a smear campaign type, against
particular persons who are affected by your investigations, specifically
the President of the ANC and of the Republic of South Africa, Cde President
Jacob Zuma, is highly problematic. What makes matters worse is that this is
done in relation to reports that are yet to be released. In a sustained
trend, all these reports get leaked from the Protector’s office and in a
recent incident the blame was shoved towards the feet of a mythical senior
leader of our glorious movement, the ANC. Surprisingly, and to prove the
smear motives, the Public Protector failed to tell the public who is that
senior leader of the ANC.



All of this has led us to the conclusion that, seemingly, this office is
cherry-picking cases that are already under media scrutiny and are, to
borrow from Protector’s lexicon, “winnable” and would therefore result in
praises and applauds from those quarters she seeks to appease, thereby
resulting in well convened media briefings.



*ANC Provincial Congress*



The YCLSA in Gauteng has noted that the ANC in Gauteng will hold its
elective Conference towards the end of this month of September. We would
like to urge all the delegates to choose tried and tested, skilled and
capacitated leaders to lead this province so that we can intensify the 2016
Local Government Election. We all know that during the fifth general
election, this year in May, all counter revolutionaries were eyeing
Gauteng. It is therefore important that we continue to close ranks and
sustain the dominance of the ANC at local government level. We also want to
see all Communists who are contesting as members of the ANC in their own
right to be part of the incoming leadership collective of the ANC in
Gauteng. We wish the ANC all the best and a successful Congress.
