Morning Star.png Court Allows Regime-Changing Referendum Morning Star, London, 16 April 2016 Venezuela's National Electoral Council (CNE) will grant opposition requests for a recall referendum against socialist President Nicolas Maduro, it said on Thursday. The law requires the signatures 20 per cent of registered voters on official petition forms in order to trigger the vote, which would lead to a snap presidential election if successful. All signatures must be painstakingly checked against the electoral register. A recall referendum is one of three prongs of the opposition Democratic Unity Roundtable (Mud) "roadmap" to regime change against the United Socialist Party (PSUV) government. Late president Hugo Chavez won a 2004 recall referendum for the PSUV's predecessor by a wide margin after opposition group Sumate (Join Up), funded by the US government's National Endowment for Democracy, collected 3.2 million signatures. With the number of registered voters at 19.5 million in the 2015 election compared to around 14 million in 2004, the target number of signatures will be higher at around 3.9 million.
