Yes but only if the voter allows it since it is private property 2. Do party agents need new authorisation letters for special voting days? No the letter from the ANC with Election date 3 August, can be used for special votes days as well. 3. Where are the special vote ballots kept until they are counted? The presiding officer keeps the materials in a safe place. They should not tell party agents where this is. The special votes are kept in a ballot box. They are indie blank envelopes and those are put in another envelope with the voters name and ID number. On Election Day they will be added to the count, after the names have been crossed off the voters roll. If a voter's name is already crossed off, it may mean that came and voted again on Election Day. Until this is checked further their vote stay in the envelope with their name and will not be added to the count. 4. What if a special voter is out when the IEC comes to their home, or forgets to go and vote on 1 or 2 August? This voter can still vote on 3 August at the voting station - a slong as their name is not crossed off the roll. 5. How do you know someone is entitled to a special vote? The presiding officer will have a list of special voters. Parties will also be given a list. CAMPAIGNING ON ELECTION DAY What is allowed? All campaigning is allowed as long as you are outside the boundary of a voting station. Talk to voters, do door to door, transport voters, loudhail, etc. Loudhailing and soundsystem should not be audible inside the voting station. What is not allowed? On 3 August no political events, marches, demonstrations or rallies may be held. PARTY AGENTS What do party agents need to be allowed into the voting station? Party agents need an authorisation form with an ANC logo from the BET coordinator in the area. If you do not have one, get one from your BET or LET office. What can party agents monitor? They can look at all parts of the process except when a voter is voting. If a presiding officer refuses permission for them to observe for example, the issue of ballot papers, they must object try to point out the do's and don'ts in the voting station for the presiding officer and agents (on an IEC poster). If not resolved, report to the ANC PLC member at the MEO office What about voters who need help? When the presiding officer has to assist a disabled or illiterate voter, 2 agents from different parties must observe. They are not allowed to reveal tell anyone the voter voted for. Party agents may not speak to any voters. What are agents allowed to do or not do? Don't: speak to voters, wear ANC regalia or colours, do any form of campaigning inside the boundary of the voting station, make minor complaints that slow down the process. Do: Treat everyone with respect, work politely with other parties, help solve problems, make sure ANC voters are able to cast their vote freely and without intimidation, that there is no cheating and that all votes are counted properly. Make complaints to PO or higher up to ANC PLC rep on any serious problems. BALLOT PAPERS How many ballot papers do you get? In Metros you will get a ward and a PR (party list) ballot paper. Outside the metros you will get ward, PR and District Council PR ballot papers. Must a ballot paper have a stamp to be counted? Every ballot paper that is issued to a voter must be stamped on the back by the issuer - each VD has a unique stamp and ballots will only be counted if they have the stamp. This means that no ballot papers can be added before or after voting as the boxes are empty at the beginning and sealed once they are full. Boxes must be kept where agents can see them. What about boxes of ballots found in strange places after elections - is the process for securing ballots good enough? 1. Ballots are just paper until they have a stamp and a vote on them. So do not worry about blank ballots being found, but report it to the IEC. 2. Some ballots are always cancelled in the voting station because a voter may change their mind or make a mistake and ask for a new ballot. The presiding officer will write cancelled across the old ballot and put it aside. If you find cancelled ballots or unused ballots, left behind in a voting station, this is not really a problem as they are not valid votes. 3. If you find ballots that are stamped and voted on this could be a problem - immediately contact the IEC. They will first check if they may have been counted already, usually they will be neatly stacked if counted and each party will be in a separate pile. For example a box of counted ballots may have been left accidentally in a voting station where there was poor light. If the result slip has no problems like large number of missing ballot, the count was probably done properly and the ballots were included. 4. The real problem happens when you find a box with mixed up folded ballots that have obviously not been counted. Immediately contact the IEC or SAPS and hand it in. This could be as a result of crime or election fraud. In the previous elections a voting station was robbed and boxes stolen by criminals. A box of counted ballots fell off the back of a bakkie and was picked up. A delivery truck full of unused ballots was stolen. ANC OR PARTY CLOTHES - WHO MAY WEAR WHAT? Voters may wear what they like Agents may not wear party symbols, colours or campaign materials Staff may not wear any party stuff Candidates may wear party or campaign regalia but must cover this up if they want to visit inside a voting station to observe WHY ARE SOME PEOPLE BEING ASKED FOR ADDRESSES AT VOTING STATIONS? Those voters who have not yet come to give their addresses or descriptions of where they live, will be asked to do so after voting, at a separate table, so that they will be able to vote in 2019. This is not voter registration, just updating address details of those already registered. They will not need any papers or proof. Someone without an address may not be stopped from voting now. WHAT IF SOMEONE IS AT THE WRONG VOTING STATION AND NOT ON THE ROLL? SMS their ID to 32810 and their VD will be sms-ed back. Tell them to go and vote there INCOMPETENT PRESIDING OFFICER If a presiding officer makes wrong decisions and refuses to listen to advice, first try to get other agents and the deputy presiding officer to help persuade the presiding officer. If this fails, contact your ANC PLC rep at the MEO's office and get the MEO to instruct them or replace them. If you get no answer, call the provincial ANC ops centre CLOSING VOTING - WHAT HAPPENS AFTER 7PM? Voting stations close the queue at 7pm. After that no new voters may join the queue and the security should stand at the end of the queue to stop this. Anyone already in the queue by 7pm must be allowed to vote.
