I just wrote a fairly long entry on the differences between tag clouds and tag sets. The work investigates tag cloud as approximation of power laws, and how this might be used to store information better.
It also presents a metric that can be used (out of the box, so to speak) to define the distance between different tag clouds (and thus URL in delicious). http://blog.pietrosperoni.it/2005/05/25/tag-clouds-metric/ There is a bunch of application, API that can be written following those quidelines. I explicitly wrote it thinking at the people of this discussion group. I hope this work can be further investigated by others.
