From what I could work out:
 
Common tags (viewing a URL page):
 
An aggregated list of tags del.icio.us users have used to describe a URL
(obviously it is not a complete list)
 
Related tags (viewing a tag page):
 
Other tags that have been used when this tag has been used...not sure if this is correct.
(obviously it is not a complete list, so it is computed somehow)

Does anyone know what is the difference between common and related
