"Targeted links" here refer to personalized recommendations as
determined by Target Your News.
These recommendations are obtained from link submissions to Target Your News.
The targeting is done using "targeting urls" by the submitter. The
submitter could say something like recommend this link to people who
liked this other link.
As for the del.icio.us demo accounts, del.icio.us bookmarks have been
imported as "liked". So, for example, someone might submit the link
reddit.com and target it to people who liked digg.com. And so, a
del.icio.us user tracked by the system who bookmarked digg.com would
likely receive this recommendation in his/her demo account.
The top 500 list just shows del.icio.us users who have received the
most recommendations in this way. You might try exploring their
accounts to play with the service.
