One important aspect of this approach is that the community owner is
not responsible for creating all the content. Rather, the community
owner is responsible for making sure that the community stays on topic
and that spam is kept out.
Moreover, the community can have an associated mailing list so its
members feel that they are part of a group with a common purpose.
Finally, a community might focus on creating a recent newsworthy
snapshot of the web with respect to some topic. So it's not only about
contributing bookmarks. Its members will also need to take away
bookmarks that are no longer interesting.
