Del.icio.us supports UTF-8. A lot of people have this problem
because del.icio.us doesn't reject your imported bookmarks if they
are not legal UTF-8. The result is garbage on your screen.
You can easily verify this by opening your bookmarks.html file (or
its equivalent) in your browser and ensuring that your browser is set
to UTF-8 (Firefox: View > Character Encoding > Unicode (UTF-8)). If
your bookmarks don't display correctly, then they aren't legal UTF-8.
You can determine which encoding they really are by changing the
Character Encoding until your bookmarks look correct. This should
work in del.icio.us as well as your bookmarks.html file.
The Firefox extension uses del.icio.us' import feature behind the
scenes, which is why this is all relevant.
In the future, del.icio.us will attempt to translate your bookmarks
to UTF-8. This is not precise. It involves some measure of
guesswork. As a result, you may still have broken bookmarks if we
guess incorrectly. On a positive note, we'll detect many of the
poorer guesses and tag your bookmarks "system:badutf8". This way you
can easily find the broken ones and fix them.
