I've discovered that what works is to remove every section except for
the [main] section, and add this to /etc/yum.conf:
[development]
name=Fedora's stolen stuff
baseurl=http://download.fedora.redhat.com/pub/fedora/linux/core/development/ppc/
mirrorlist=http://fedora.redhat.com/download/mirrors/fedora-core-rawhide
`yum check-update' downloads all eighteen-trillion needed headers.
