I think an underline style should be added but I don't think it should be used for this particular case. The use of underline to indicate what tab in the tab bar is in focus does not seem necessary outside of the vty UI. The gnome UI should (does?) use the tabbar UI component which clearly identifies what tab is in focus without the need for an underline. The outline of the tab buttons and the small separator between the tab button row and windows should provide equivalent functionality.
