A simple trick is to add the following line to your recipe file to allow the package to still be created even if it is empty: ALLOW_EMPTY_${PN} = "1". ${PN} expands to the name of the main package so that should suffice, otherwise you could explicitly give the package name, for example ALLOW_EMPTY_foobar.
