What was proposed at Vienna was 2 distinct things:
1/ A common simple API based on RTLv1/RTAI, this would let people run
their code on RTL or RTAI without change. For some people this is all
that is needed
2/ EL/IX would provide a standards based API (POSIX/ISO/BSD/SYSV). This
is essential for people who want to program using a portable API.
