The binding has too strict an assumption with the way addresses are specified
in a WSDL file. The binding assumes that address starting with file will be in
the format 'file:/'. This prevents the use of addresses such as
'file:./addressref.ior', which is a valid address. This also applies to
address that start with 'relfile:/'
