repository every time...? You can turn that off using the -o stuff, but
you need all the dependency libraries downloaded atleast once...

For running the tests, you can install yoko(available via the
distribution) & then use the manifest yoko.jar in the classpath to run
the testcases... But that would involve running it manually... I will
upload the yoko distribution in my home directory shortly...
If you want to use maven, then I don't know if you can avoid the
compilation & dependency checking...
BTW, why do you want to do that?
I want to try to run Yoko tests on different platforms without
rebuilding all the repository each time...
