An update in this. First my early test wasn't doing what I thought it was!
Although all parts were pointed to the same channel, they were still
*different* parts, so what I inadvertently proved was that there is no *overall*
note limit - which is probably useful knowledge... Well there is, it's 60*number
of active parts :P

Also I now remember some discussion years ago about note release. At this point
yoshimi loses control of the note and it remains in the list until it decides
to finish. I *think* what happens is while still in the note count, it's not
seen by the note stealing algorithm, which thinks it's already finished.
Whether we can (or should) do anything about that is moot.
